Our History
The New Jersey Civil Service Association
was formed in 1911 and was the only organized union to bargain for Public Employees in New Jersey, in which there was a council
for each 21 counties. Cumberland Council No. 18 New Jersey Civil Service Association
was organized on April 14, 1943. During the 60's and 70's our Council had as many as 2800 members and these were members
only from Cumberland County. The New Jersey Civil Service Association provided us with an attorney in exchange
for a portion of membership dues. Please
note you must be a Public Employee who works in Cumberland County, New Jersey to be eligible to join Cumberland Council
No. 18 New Jersey Civil Service Association. Sometime
around 1978, the AFL-CIO (Teamsters, UAW, AFSCME) were given the right to organize Public Employees for the first time in
New Jersey. The majority of the councils opted to affiliate with CWA, but Cumberland Council No. 18, along
with a few other councils, voted to become independent, but were still permitted to keep the name of New Jersey Civil Service
Association. On March 7, 1984 Cumberland Council
No. 18 New Jersey Civil Service Association became an independent union and currently represents approximately 300 Public
Employees from the following bargaining units:
Fairfield Township
Cumberland
County Board of Social Services
